Exploring Project Managers Strategies to Establish A Project Charter for Project Initiation

Project Initiation

Simply knowing project management concepts does not necessarily mean project managers fully understanding their role and purpose.  This type of startup overlooks a pivotal lifecycle phase of project management called initiation, which needs a clear project charter.  However, many PMs are often uncertain about what an appropriate project charter should entail.  Although project charter strategies are essential, literature from numerous notable subject matter experts indicate that a gap in PM knowledge exists in developing a project charter, which is critical for project success.  Victor will interact with the roundtable attendees in illustrating and discussing how to bridge that gap.

Victor will share strategies project managers need to establish a project charter for initiating a project based on his industry experience and his academic education and research.  His presentation will focus on project initiation and stakeholder identification. In addition to his professional experience Victor’s recent 2019 research drew on data from PMP certified PM from the Mile Hi Chapter who have successfully managed projects.  He will entwine their knowledge in his presentation to include the perspectives of a larger pool of seasoned PMs with knowledge and experience across multiple industries such as healthcare, IT, financial services, manufacturing, and construction.

Victor Starns, DM, MBA, PMP

Victor Starns, Founder/CEO of Pinpoint Consulting LLC, has dedicated his professional focus to organizational and project management (PM) for 40 years. Victor started his career as an apprentice with Ironworkers Local 24 in Denver. He worked his way up the ranks and was employed for the next 20+ years as an ironworker or ironworker general foreman for several companies, including Alberici, Fluor, Black & Veatch, and Gross Mechanical.  His accomplishment includes working as PM of building a 4.9 million square foot General Motors Fairfax assembly plant in Kansas City, KS and retrofit of the Ford Motor Company's Manufacturing plant in Claycomo, MO.  Another of his more notable ventures working for Fluor International included the construction of the Callaway Nuclear Power Plant in Fulton, MO.

From 2003 to 2010, Dr. Starns and his wife Rebecca founded and operated a steel fabrication and erecting company, Starns LLC. As a business owner he worked as PM, estimator, and coordinator responsible for all aspects of construction and fabrication. Clients included retailers, schools, multifamily builders, recreation centers, and railroad services providers. In his current role, Victor is a leader, investor, educator, researcher, business consultant, project management expert, and partner in Allante Development LLC. He plays a central role in investor relations, project management oversight, and organizational structure on Allante’s projects.

Victor earned his BS, MBA, and Doctorate (cum laude) in Project Management from Colorado Technical University (CTU).  A lifelong learner, Victor values his role as a mentor to encourage others to follow their dreams through hard work and education.  Victor, a native of Colorado, lives in the Denver Metro with his wife, Rebecca.
