Michael McCullough is a Citizen Development Implementation Strategist with 20+ years’ experience analyzing complex problems, identifying innovative/sustainable solutions, and successfully leading change initiatives.

Over the past 8 years he has supported large project management offices by developing tools and processes which enable projects to be run more efficiently. His passion for innovation and problem solving has led him to embrace and become a global thought leader for Citizen Development (CitDev) or Low-Code/No-Code (LCNC) development. Seeing the unlimited potential in Citizen Development, he has worked with Business Leaders, Project Managers, and other Citizen Developers to develop and implement CitDev best practices.

In 2021 he was asked to formally implement a CitDev Program at Amtrak. The first of its kind in an enterprise of over 19,000 employees this program can be considered a model for success. In 19 months, the program has over 375 CD Developers who have built and implemented an impressive 3,111 applications which provide cross-functional support throughout the enterprise. The result has been realized through improved business processes, improved digital transformation, reduced cost, and time of bringing digital solutions to market and an overall savings of over $50 million dollars.

Widely recognized as a leader in the Citizen Development Community, he was asked to review a new PMI publication, the Citizen Development Handbook for Creators and Change Makers for content. Additionally, he served as a subject matter expert for the Citizen Development Business Architect and Practitioner certifications.

Michael’s highlighted contributions and accolades in Citizen Development include being featured in two Microsoft articles for using LCNC in support of Project Management. He was a top 5 finisher for the Hamdan bin Mohammed Innovation in Project Management competition. Michael was invited to serve as a judge for the LCNC PMI Make Reality Challenge. Lastly, he was honored by receiving the First Amtrak CEO Circle award for developing Low Code applications to help Amtrak respond to the COVID19 pandemic.

Keynote Synopsis

This presentation explores how Artificial Intelligence (AI) and Citizen Development can empower project managers and revolutionize project delivery. AI offers valuable insights through data analysis, automates tasks, and enables data-driven decision-making. Citizen Development complements AI by allowing project managers to create custom applications, fostering collaboration, agility, and innovation within project teams. Together, these technologies enhance project communication, stakeholder engagement, and risk management.

AI-powered chatbots provide real-time updates and seamless communication, while Citizen Development enables the development of intuitive dashboards for stakeholders. AI algorithms analyze historical data to identify risks, and Citizen Development allows for the creation of risk management applications. By embracing AI and Citizen Development, project managers can navigate complex projects effectively, leading to improved outcomes and organizational success.
