Topic: Citizen Developer:  An Alternative Software Development Approach

Synopsis.  Citizen development is a business process that encourages non-IT-trained employees to become software developers, using IT-sanctioned low-code/no-code (LCNC) platforms to create business applications. This approach to software development enables employees -- despite their lack of formal education in coding -- to become Citizen Developers.  They use IT-sanctioned low-code/no-code (LCNC) platforms to create and customize existing software programs to suit a user's specific needs and improve operational efficiency within a company.  This session will address how this capability integrates into an organization and how PMs adjust to this process.

Speaker:  Gary Dagenhart, PMP

About the Speaker.  Gary has 40 years’ experience as a project, program and portfolio manager, engineer in telecommunications and data systems technology.  His recent five years as an independent contractor (consultant) were preceded by 20 years as an employee of General Dynamics Information Technology (GDIT).  At GDIT Gary successfully formed teams and oversaw the pursuit and global execution of over $1B in Federal Government information technology systems design and installation initiatives on voice, video and data infrastructure systems from complex Enterprise to local area network level.  His teams were responsible for requirements analysis; detailed architecture development; COTS equipment selection/integration; site survey; project planning; system installation, integration, test and cutover; operational training; and system warranty support.  

Prior to GDIT, Gary served 24 years in the US Air Force in multiple roles worldwide including electronic systems design/installation, telecommunications systems maintenance, quality assurance, and program acquisition.  He holds a Bachelor of Science in Industrial Technology from Southern Illinois University.
